PRESIDENT'S  REMARKS

 

      Access to information and its dissemination are nowadays within the reach of individuals and private institutions as much as to public institutions. An individual with that access and that capability lacks only credibility before becoming a powerful presence on the international scene.
     This is already happening and will be an increasingly frequent occurance in the future.
     Non-state actors have for some time been defining the international agenda, then playing a collateral humanitarian role and now they actually contributing to problem solving. They are able to offer commitment, ideas and, of increasing importance, financial resources. In other words they are gaining credibility.
     Access, capability and credibility will empower those who possess them, whether they are private organizations, individuals, governments or politicians, allowing them to play important roles on the international stage.
     Institutions, organizations, history, religions, ethnic groups and cultures do not wage war, solve problems or manage crisis: they are only justifications and excuses for decisions made by individuals.
      History does not exist, only biographies do.
